Districts with an English Learner (EL) enrollment below federal guidelines to qualify for a minimum $10,000 grant may form a consortium with other districts to reach the minimum grant allotment. The ESU #3 Title III Consortium consists of 12 districts in the southeastern portion of Nebraska that serve students who qualify for English Learner (EL) services. The ESU #3 Title III Consortium also welcomes collaboration with educators, institutions, and stakeholders from districts in the region that are not members of the consortium.
